The Beluga are sensitive to having a mate. Try to have an equal number of adult males and females. The exhibit pictured has a 90 suitability. There are 4 animals in a tank that is 80 tiles large.

Salt water tank,
Tank Depth 2 (default less 2)

Rocks - 10 % (8 tiles in this tank)
Small, medium, large ocean floor rock

Kelp 20 % (16 tiles in this tank)
Also Sea Lettuce, Seaweed, Clam Bed and Sea Star

Special Notes
A tank depth of 2 looks a bit silly and the whales are always bobbing out of the water, but they are perfectly happy -- notice the baby! Belugas are quite popular with the guests.
